Opening — 57 New Affordable Housing Units in Québec City

QUÉBEC CITY, Québec, September 13, 2005 — Lower-income families and individuals now have more affordable housing options thanks to the construction of the Appartements de l'Entente III, which comprises 57 affordable housing units located in the borough of La Cité, in Québec City.

This announcement was made today by Senator Dennis Dawson, on behalf of the Honourable Joe Fontana, Minister of Labour and Housing, and by Margaret F. Delisle, Minister for Youth Protection and Rehabilitation and MNA for Jean-Talon, on behalf of Nathalie Normandeau, Minister of Municipal Affairs and the Regions. In addition to Senator Dawson and Minister Delisle, Claude Larose, Municipal Councillor responsible for housing on the Québec City Executive Committee, and Gilles Leduc, Vice-Chair of the Board of Directors of the Québec City Municipal Housing Bureau, were present at the opening ceremony.

The construction of the project, which required investments of $6,259,283, was completed thanks to the participation of public, private and community partners. The financial contributions for the development of the project, totalling $4,173,150, were provided under the affordable housing agreement signed between Canada Mortgage and Housing Corporation (CMHC) and the Société d'habitation du Québec (SHQ).

CMHC is providing $2,086,575 in financial assistance for this housing project, while the SHQ is contributing a sum of $1,257,945. The community is providing an amount of $828,630, including $373,630 from Québec City. The other costs are being assumed by the Québec City Municipal Housing Bureau, in particular through a mortgage loan secured by the SHQ.

"Our investment in this project shows how committed the Government of Canada is to providing affordable housing to Canadians most in need," indicated Senator Dawson. "Housing is one of the foundations upon which healthy communities and individual dignity are built. We are pleased to work with the Government of Quebec and our other partners to provide more people with better housing and thereby allow them to remain in their community."

"My government is delighted with the development of these 57 new housing units that will allow families and individuals to benefit from dwellings that meet their needs. What is more, this construction is an excellent example of a successful partnership between governments, the municipality and the community sector," said Minister Delisle.

"Québec City is proud to have participated in the development of this social housing project. The Appartements de l'Entente III will house a total of 57 households in quality, affordable dwellings," noted Claude Larose.

The development of this project is part of the Government of Quebec's initiative to produce 18,600 social, community and private housing units for low- and moderate-income households. This initiative is notably supported by federal funds made available under affordable housing agreements.

It should be recalled that an Affordable Housing Agreement was signed between Canada Mortgage and Housing Corporation and the Société d'habitation du Québec in 2001. It provides for a total contribution of $323.3 million to increase the supply of affordable housing in Quebec, with $161.65 million from the federal government, $104 million from the Quebec government and $57 million from the municipalities participating in the program.
